Beijing released the 2026–2028 Action Plan for accelerating the development of the word元 economy, detailing high-standard word元 factories, distribution platforms as part of new infrastructure, and a broad expansion of use cases across industries. The plan includes ten measures spanning factory construction, core technology R&D, quality evaluation, distribution platforms, intelligent agents, software ecosystems, overseas capabilities, data ontology, and training, with key technical indicators such as model adaptation quantity, word元 throughput, latency, cache hit rate, and PUE. It also envisions international collaboration and multilingual deployments through Belt and Road markets and global digital economy initiatives.
